Changes to YPP Eligibility Requirements
Accumulate 8,000 valid public watch hours in the past 365 days OR Accumulate 20 million valid Shorts views in the past 90 days
In other words:
The original requirement of 1,000 subscribers remains unchanged.
However, watch hours for long-form videos have doubled from 4,000 hours to 8,000 hours (within a year).
Shorts views have changed from the original 10 million to the current 20 million (within 90 days).
Shorts Ad Revenue Sharing
Shorts ad revenue sharing is no longer automatically available upon YPP activation.
Instead, after activating YPP, there will still be an assessment on whether 10 million views are reached within 90 days. Only if this is achieved will Shorts ad revenue sharing be granted; otherwise, there will be no ad revenue sharing.
Ad revenue sharing will only resume when the 10 million views in 90 days are met again, and this cycle repeats.
Premium Lite
More membership plans might not be as obvious as ad revenue sharing, but they could potentially allow creators to earn more, though it’s just a possibility.
The specifics will also depend on the number of YouTube Premium members.

Impact Analysis
The impact of this policy:
Firstly, applying for YPP ad revenue sharing will be more difficult, with requirements at least double the original.
If you are a new YouTuber starting operations now, and you barely manage to reach nearly 1,000 subscribers and close to 4,000 hours by year-end (e.g., 3,500 hours), but by February, the requirement changes to 8,000 hours, you will still need to spend several more months to increase your watch time, meaning your YPP activation is a long way off.
Secondly, for some people who specialize in Shorts, if their Shorts don’t reach 10 million views in 90 days, there will be no ad revenue sharing and no other income streams, meaning essentially zero income. Those who want to make Shorts should seriously consider whether to switch to long-form videos.
Overall, YouTube’s official move to add YPP requirements and increase the difficulty of the Shorts revenue sharing program signals that the demands on creators are getting higher and higher.
This means that even if you meet the numerical requirements, manual reviews will definitely be stricter. It is recommended that those who want to apply for YPP do so as soon as possible; otherwise, even if you complete 8,000 hours, you might still be rejected for vague reasons such as “repetitive, meaningless,” “homogeneous,” or “low-value” content.
